The Kanto-based Aoi-kai seeks nationwide domination and sets its sights on the Nagano-based Taketomi-kai. Tokunaga (Kiyoshi Nakajo), chairman of the Aoi-kai, launches an assault to bring them under his control. Eventually, Taketomi-kai’s leader Katsuo Taketomi (Yuichi Kimura) is gunned down, forcing the group to disband. As a result, Masaki Koda (Koichi Miura), father of Shinichi Koda (ISSA), announces his retirement. Shinichi, once a civilian running a construction business, loses everything as Aoi-kai expands into Nagano.
