The film tells the story of police officer Ahmet's struggle with Sungur. Sungur has taken control of the drug, smuggling, and gambling markets in Istanbul. He controls the trade as he pleases. Sungur is also behind the increasing number of murders in the city. Fearing that Ahmet will disrupt his operations, Sungur plays a trick on him.
